Cindy was rescued from a local shelter. Her owner passed away, and the next of kin released her to the shelter. Poor little Cindy was definitely a hot mess. She badly needed a groom due to severe matting and ended up having to have a complete shave down. She's in a good foster home who is taking care of her and ready for her forever home. Clearly, she lived in a quiet household with an older person. She gets overwhelmed when it's chaotic. This is what her Foster had to say about her:
